Egypt Revives Zafarana with 407MW Wind Project as UAE Investors Expand Renewable Push

Egypt is moving to modernise one of its oldest wind power zones with a new 407MW wind farm in Zafarana, backed by UAE-based renewable energy investor Alcazar Energy. The project will be developed under a Build-Own-Operate (BOO) model and supported by a 25-year Power Purchase Agreement (PPA) with the Egyptian Electricity Transmission Company (EETC), with commercial operations targeted for 2028.

The project will be built in the Zafarana wind zone along the Gulf of Suez, an area known for its strong wind resources and established renewable-energy infrastructure. The investment provides an opportunity to replace or complement ageing turbines with larger, more efficient modern machines, allowing Egypt to generate more electricity from an established wind corridor while making better use of existing infrastructure.

For Alcazar Energy, the project expands its presence in Egypt’s utility-scale renewable market. The UAE investor is also behind the 580MW Gabal El-Zeit wind project, while wider plans for the Zafarana area include wind, solar, energy storage and green hydrogen. The developments are helping position the Gulf of Suez as a potential regional hub for renewable power and green-energy production.

Under the BOO structure, Alcazar and its partners will finance, build, own and operate the wind farm, while EETC will purchase the electricity under the long-term PPA and integrate its output into Egypt’s grid. The 25-year agreement gives the project a predictable revenue framework that can support private financing, while construction, operational and performance risks remain largely with the developer.

The 407MW project therefore forms part of a broader effort to renew Egypt’s ageing wind fleet while attracting international capital into new renewable generation. By combining repowering opportunities at established sites with new wind, solar and green-hydrogen investments, Egypt is seeking to turn the Gulf of Suez from one of its historic wind-generation centres into a much larger clean-energy hub.
